Well start with Spirit tap, and then go over at Unbreakable will and then build up Improved Power word: Shield.
Spirit tap: 5/5
Unbreakble will: 5/5
Improved Power word: Shield: 5/5

"Combat builds are the fastest for levelling because you will solo a lot and it's the one that kills the mobs fast with little input and damaged recieved, as it doesn't need to worry about positioning or stun timers. When you level, I reccomend you follow the following:
1st 2 points always go into Improved Sinister Strike
next 5 go into Malice

Pets can learn bite, claw, cover, growl. All pets can learn growl and cower; most can learn bite, and some can learn claw.
Growl - available from pet trainers, can also be learnt from pets tamed at the appropriate level. Levels are: 1, 10, 20, etc.
Bite - Level 1, 8, 16, etc.
Claw - Level 1, 8, 16, etc.
Cower - 5, 15, 25, etc.

Time to respec, and I want to have a 31/x/x configuration (full Beast Mastery). Calculating how to spread the points so that I don't overspend in areas that I won't want in an end build isn't easy. Here's my sequence.
For levelling, I'd probably start with the dps talents from MM and Survival (any order), then respec to BM when Ferocity becomes available at 19.

All of that aside though you are going to, without a doubt, want to invest points into Improved Aspect of the Hawk (Beastmastery) and Improved Hunters Mark (Marksmanship). These are the staple of your most important weapons (rifle/bow) and you're going to want to get these sooner or later.
